FBI Background Check Apostille Services

Need to use an FBI background check outside the United States? Because an FBI Identity History Summary is a federal document, it follows the federal apostille process rather than the California Secretary of State apostille process.

For countries where the Hague Apostille Convention applies, an eligible FBI background check can be submitted to the U.S. Department of State Office of Authentications for an apostille. For non-Hague destinations, a different federal authentication and legalization process may be required.

FBI Background Checks Require a Federal Apostille

An FBI Identity History Summary is issued at the federal level. It does not receive an apostille from the California Secretary of State or another state apostille authority.

When an apostille is required, the eligible FBI background check is submitted through the U.S. Department of State Office of Authentications. The FBI authenticates its fingerprint search results with an FBI watermark and the signature of a division official, and the authenticated result can then be submitted to the Department of State for an apostille when necessary.

This distinction is important because sending an FBI background check through a state apostille process can result in unnecessary delays.

How to Get an FBI Background Check Apostilled

The FBI background check apostille process is different from a California state apostille because an FBI Identity History Summary is a federal document.

Step 1: Obtain Your FBI Identity History Summary

You will need an FBI Identity History Summary that is properly authenticated by the FBI.

The FBI authenticates fingerprint search results with an FBI watermark and the signature of a division official. The FBI states that authenticated results may then be sent to the U.S. Department of State for an apostille when necessary.

Step 2: Confirm the Destination Country

The destination country determines whether the FBI background check requires an apostille or another authentication process.

​

For countries where the Hague Apostille Convention applies, the U.S. Department of State issues the federal apostille.

​

For non-Hague destinations, the document may instead require a federal authentication certificate followed by additional embassy or consular legalization.

Step 3: Submit the FBI Background Check for Federal Apostille Processing

An eligible FBI background check is submitted to the U.S. Department of State Office of Authentications with the required federal authentication request.

 

The U.S. Department of State currently requires Form DS-4194, identification of the destination country, and a $20 federal fee per document.

Step 4: Receive Your Apostilled FBI Background Check

Once federal processing is complete, the apostille is returned attached to the FBI background check for international use.

If the receiving authority requires translation, certified or sworn translation can also be coordinated.

Do not alter, detach, or remove the apostille after it has been issued.
